Is one foot in bounds a catch in flag football?

Yes. Any part of the body in bounds counts.

Flag football under IFAF rules doesn’t use a two-feet rule. A player who leaves the ground to catch a pass must come down with the ball under control and any part of the body touching the ground in bounds, then keep control all the way through the landing.

One foot in bounds is enough. Bobble it and let the ball hit the ground before the catch is finished, and it’s incomplete.

Not a foul: a catch with the first touch out of bounds is an incomplete pass.
