Can you throw two forward passes in flag football?
No. One forward pass per down.
A team gets one forward pass per down. A pass counts as forward if it first lands or is caught anywhere beyond the spot it was thrown from, even when that spot is behind the line of scrimmage.
So a short forward toss to a teammate behind the line uses up the down’s forward pass, and their throw downfield is a foul. Backward passes behind the line don’t count toward the limit.

Illegal forward pass: 5 yards from where it was thrown, plus loss of down (signal S35).
