Can the quarterback run in flag football?
No. Not straight from the snap.
Under IFAF rules the quarterback, meaning whoever first gets the ball after the snap, can’t carry it past the line of scrimmage.
That changes once another player has had the ball and given it back, like a handoff and a pitch back in a flea flicker, or once a defender has touched a pass in flight. Before that, the quarterback can scramble behind the line and throw, but not run it.

Illegal run: 5 yards from the line of scrimmage, plus loss of down (signal S19).
